MEMBERSHIP ROLES & RESPONSIBILITIES
BACKGROUND AND PURPOSE:
Agencies across Steuben County have the vision of a community where the youth are healthy and drug-free; and the will exists among organizations to promote healthy and safe communities in Steuben County by reducing alcohol and drug use among youths; therefore, agencies have come together to form the Steuben Prevention Coalition, a network of committees and task forces that are directed by a common strategic plan and by logic models that document needs and design activities to prevent the use and abuse of alcohol and marijuana by our county’s youth.
ROLES AND RESPONSIBILITIES OF THE COALITION: The Coalition will be responsible to:
a) Create, maintain, and follow by-laws and policies.
b) Formulate coalition goals and objectives as defined by the Steering Committee.
c) Oversee operations of activities, programs, and paid staff.
d) Maintain complete and accurate records of all Coalition activities, and make those records available to
all Representatives, as well as any relevant funders, as required.
e) Continue to increase new membership of the coalition.
f) Create and follow a strategic action plan, as defined by the Steering Committee.
g) Create a credible and relevant sustainability plan which includes volunteer membership and
resources, both financial and material.
h) Respect the rights of Coalition members to hold their own opinions and beliefs, and provide a forum for
those beliefs to be shared.
ROLES AND RESPONSIBILITIES OF THE REPRESENTATIVE/MEMBER:
The Representative/Member will be responsible to:
a) Be willing to be a community leader in the sector selected in the table above.
b) Appoint a representative to participate in the Coalition. (The Member Name listed in the table above
will serve as this representative.)
c) Have the member representative select an area of the Coalition and attend and participate at the levels
expected based on that selection (as outlined below).
d) Ensure clear communication between the sector represented and the coalition.
e) Have the member representative act as a positive role model for youth, families, and peers.
f) Support the coalition’s mission and strategic plan.
g) Contribute to the strategic planning process.
h) Participate in sustaining the coalition’s capacity, involvement, and energy.
i) Prevent youth substance use through environmental strategies.
SELECTION OF MEMBERSHIP:
The Representative/Member may participate in any Coalition activity. However, after reviewing the Coalition structure and participation expectations, the representative/member selects to be primarily involved with, and to comply with the participation expectations, of the following Coalition group:
CONFIDENTIALITY:
Both the Coalition and the Representative/Member agree that they shall be bound by and abide by all applicable Federal or State statutes or regulations pertaining to the confidentiality of client records or information, including volunteers. The parties shall not use or disclose any information about a recipient of the services provided under this Coalition membership for any purpose not connected with the parties' contract responsibilities, except with the written consent of such recipient, recipient's attorney, or recipient's parent or guardian.
VALUATION OF SERVICES:
While there is no financial requirement or expectation on the part of any Representative/Member of the Coalition for membership, the value of the time provided by the Representative/Member in serving on committees, task forces, or work groups may be counted by the Coalition as an in-kind contribution and provided in reports to funding agencies. Accurate recording of this in-kind time reported will be the sole responsibility of the Coalition, and documented by sign-in sheets and meeting minutes.
